Jan P. Lane

Chair, Public Sector


Jan P. Lane is Chair of the Public Sector Practice at RIDGE-LANE LP.

She is a senior executive, advisor, and board member with 40 years of federal government leadership, across agencies including Congress and the White House, with expertise in program innovation, project planning, research and development, human capital, policy, public-private partnerships, and management.

Ms. Lane served in the Senior Executive Service (SES) at U.S. Department of Homeland Security (DHS) as Chief, Office of Security and Chief Security Officer - U.S. Citizenship and Immigration Services, where she built and led management programs to protect and safeguard citizens, personnel, facilities, information, and assets for 20,000 employees and 250+ facilities world-wide.

She served as the National Incident Command’s Integrated Services Team Lead for Deepwater Horizon spill - as the federal liaison to BP, The Feinberg Group, the White House, Congress, DOJ, and all federal, state, and local government agencies coordinating the delivery of public services and assistance for individuals, families, and businesses.

Ms. Lane was the Director, USCG National Pollution Funds Center at the U.S. Department of Transportation (DOT) - administering the liability and compensation provisions of the Oil Pollution Act of 1990 (OPA90), including management of the multi-billion-dollar Oil Spill Liability Trust Fund (OSLTF), and the Coast Guard’s use of Stafford Act and CERCLA funding, where she led claims, cost recovery, and interagency funding efforts in response to thousands of natural disasters and hazardous material spills.

Prior, she was the Director - Program Development, Office of Emergency Planning and Operations at U.S. Department of Energy (DOE), where she led DOE emergency management programs, interagency and international efforts to facilitate world-wide oil spill R&D collaboration, and represented DOE on the National Response Team.

Ms. Lane started her career at the U.S. Environmental Protection Agency (EPA), where she served as Chief of Management - Office of Toxic Substances, responsible for management functions including, planning, budgeting, staffing, financial management, contracts and grants administration.

After a distinguished public sector career, Ms. Lane served as a Director for Deloitte Consulting LLP, as a member of the National Security Sector Leadership Team, focused on national and homeland security programs at U.S. Department of Homeland Security (DHS), the U.S. Department of Justice (DOJ), the U.S. Intelligence Community (IC), and led Deloitte’s Integrated Resilience and Disaster Management Team.

Ms. Lane serves as a member of the Advisory Board at RAND Center for Catastrophic Risk Management and Compensation.  She holds a BS in Finance and a BS in Management from Virginia Tech, and a MBA from The George Washington University.  Ms. Lane has been the recipient of numerous prestigious awards, including the Distinguished Presidential Rank Award for Exceptional Senior Executive Service and Leadership.
