Stephen Sorett

Venture Partner, Public-Private Partnerships


Stephen Sorett is a Venture Partner in the Public-Private Partnerships practice of RIDGE-LANE Limited Partners.

He is nationally recognized as one of the leading authorities on privatization and public-private partnerships, participating in over 400 transactions including: water, wastewater, solid waste, office buildings, prisons, schools, transportation systems, and medical facilities. 

He served as Assistant General Counsel for Grants at the U.S. Environmental Protection Agency dealing with EPA’s capital infrastructure programs.  Prior to, he was lead Advisor to the District of Columbia on over a dozen privatization transactions when the District was insolvent and under the jurisdiction of the Control Board and Congress. 

Mr. Sorett currently focuses on infrastructure projects at all levels of government, including third party finance transactions.  He has led $5 Billion in P3 transactions over the last ten years focused on utility privatization and enhanced use leasing, advising private sector clients dealing with the complex regulatory, operational, and financial matters associated with Defense Department and the Department of Energy.

He was one of the founders of the National Council for Public-Private Partnerships.  He has chaired committees of the American Bar Association on public-private partnerships as well as grants; and he was one of the principle authors of an ABA White Paper published in 2008 on budgetary scoring. 

 Mr. Sorett is a cum laude graduate of Yale University and George Washington University Law School.  He is a member of the Bar of Maryland, the District of Columbia and is admitted to practice law before several federal courts including the U.S. Supreme Court.
