David Cagigal is an Executive Member of the State CIO Board at RIDGE-LANE LP.

Mr. Cagigal served as the Chief Information Officer (CIO) of the State of Wisconsin, under Governor Scott Walker and Governor Tony Evers. He created vision, mission, strategies and enterprise architectures that manages the state’s IT infrastructure assets to provide technology solutions securely and compliant through cross communications and collaboration with more than 50 state agencies such as computer, storage and network services, voice-data-video telecommunications, and print and mail services.

He also served as the Administrator for Enterprise Technology (DET) within the Department of Administration. DET is both a private and hybrid cloud provider in a customer focused manner across the enterprise to serve 5.7M citizens with more than 2,000 systems in collaboration with 30 IT Directors and their staff of 2,400 IT Professionals for 35,000 employees and thousands of county and municipality workers.

Mr. Cagigal led strong interagency governance DET and agencies have accomplished significant improvements in state operations by consolidating data centers, implementing an enterprise resource planning system and connecting over 1,700 end points with high-speed broadband services, while securing state and local government assets through a nationally recognized cybersecurity strategy and program.
