Kirk Lonbom

State CIO Board


Kirk Lonbom is a Board Member of the State CIO Council at RIDGE-LANE LP.

Mr. Lonbom served as the Chief Information Officer (CIO) of the State of Illinois and Secretary of the Illinois Department of Innovation Technology, where he led a statewide digital transformation of state government, transforming leadership, organizational functions, client experience and creating a data-driven enterprise.  Serving 50,000 enterprise employees spread across seven business verticals, he implemented a $1.1 billion budget to drive the delivery of effective government services.

He also served as the first statewide Chief Information Security Officer (CISO), where through work with the National Governors Association, the National Association of State CIOs and internal stakeholders, he created and executed a comprehensive statewide cybersecurity strategy, reducing over $1 billion in risk to the State of Illinois.

Kirk’s background in government also includes over two decades improving public safety, including serving as the CIO for the Illinois Emergency Management Agency and Deputy CIO for the Illinois State Police.  With roots as a front-line first responder, he focused on applying advanced technologies to intelligence operations, data-driven public safety and emergency management and response.

Mr. Lonbom was recognized by the Center for Digital Government for his adaptive leadership during fiscally challenging times and ensuring the technology investment strategies best supported the most important policy priorities of the State.
